Crestwood and Affton Fire Protection District Sign Long-Term Agreement

The City of Crestwood and the Affton Fire Protection District have entered into a new six-year agreement recognizing their shared responsibility for providing fire and emergency services in the annexed area of Crestwood. The intergovernmental agreement took effect Oct. 28, 2025, and will remain in place through Dec. 31, 2031.

The City of Crestwood and the Affton Fire Protection District have entered into a new six-year agreement recognizing their shared responsibility for providing fire and emergency services in the annexed area of Crestwood. The intergovernmental agreement took effect Oct. 28, 2025, and will remain in place through Dec. 31, 2031.

This area, located in Ward 3 generally east of Grant’s Trail, lies within the City of Crestwood and the Affton Fire Protection District. Affton will continue providing primary service to this area, with mutual aid from Crestwood as needed.

“This new agreement not only strengthens our partnership but also reflects a smart, efficient use of taxpayer dollars,” said Mayor Scott Shipley. “Crestwood forecasts savings of at least $1.1 million in our Fire Department budget over the next six years, while maintaining the same strong level of emergency services to our residents from both organizations.”

Although first responders from both organizations have long enjoyed strong working relationships, administrative disputes have persisted for years, including legislative efforts to address state-mandated costs to Crestwood for fire and EMS support in this area.

“I’m proud of the work accomplished, and it is very satisfying to find a solution to something that has been going on for a long time,” said Chief Waser. “This agreement allows everyone to focus on delivering top-tier public safety to all residents in our district.”

Mayor Shipley and Chief Waser credited legislative work for enabling this long-term solution and expressed gratitude to Missouri Sen. Doug Beck and Missouri Rep. Brad Christ for their bipartisan efforts.

“After filing legislation three years ago, I am very pleased that Crestwood and Affton Fire have found a local solution,” said Rep. Christ. “They have both been fantastic to work with and I am confident they will continue to provide their well-known excellent service.”

“It’s great to be a part of a solution to an issue that’s been going on for quite some time,” said Sen. Beck. “We look forward to the success of Crestwood and the Affton Fire Protection District as we move forward.”

For residents in the annexed area, and throughout Crestwood, the agreement ensures continuity of service and a clear path forward for both organizations.
